REPORT CUSTOMS FRAUD!!! 

Customs fraud is reported to cost US textile producers tens of millions of dollars each year in lost business as well as job losses and plant closes.  Transshipment and intentional misclassification of goods to avoid duties and circumvent quotas undermine the value of trade agreements and destroy opportunities for companies seeking legitimate business.  The Fraud Reporting form attached below will help Customs stop this illegitimate trade and, by doing so, save U.S. jobs.  

Last year, Customs inspectors confiscated goods worth more than $42 million and Customs verification specialists visited numerous factories in around the world.  Despite their efforts, Customs does not have the resources to catch all those who intentionally violate our laws. 

You can provide a vital line of defense by reporting illegal activity.  To allow reporters of fraud the option to remain anonymous, NCTO is collecting information about wrongdoing and forwarding it to Customs for action.  Even small pieces of information can be enough to allow Customs to action.  The attached form provides a means for companies to report illegal activity, and it include a checklist of items for potential reporting.  No information will be shared with other companies, including the names of the companies reporting fraud or the company that is being reported, and companies may choose to remain anonymous.  You may fill out the form electronically through the Online Survey or print out a hard copy and mail/fax the information in.  

Allegations alone will not result in an investigation.  Customs needs concrete information.  When reporting illegal activity, it is important to note the commodities, entities, and countries involved and the overall nature of the activity.  For Customs, knowing the importer is the simplest route to stopping an illegal shipment (and do not assume that the final US customer is the importer of record).  Other helpful information includes, if known, the HTS numbers of the products, country of origin, values, container numbers, or any other related information.
